1. (SW) If the (include all projects in concern model) checkbox is checked in
the CME preferences page and a new project is created, until a query is 
made, right clicking on the new project shows a greyed out 'add cme 
nature' option rather than a greyed out 'remove cme nature option' and
the CME builder is not present on the project properties page.

2. (AC) Why does the org.eclipse.cme plugin depend on any eclipse plugins?
It should not.

3. (AC) Packaging.  Need to fix the about.mappings and release name stuff
used in the CME feature plugin.

4. (AC) Update welcome.xml in the feature plugin!

5. (AC) Race condition, sometimes there is an horrible SWT exception
on startup of the runtime workspace, because the display isn't quite ready yet and we
are trying to draw the concern explorer view.
