A declaration axiom declares an entity in an ontology. It doesn't affect
the logical meaning of the ontology. Such axioms are necessary for adding
labels etc. to classes, properties and individuals. Declaration axioms can
also be used for structural consistency checking, for example some tools
may enforce that all entities in the ontology must be declared.
